〜によると names the source of information. It usually pairs with hearsay at the end, like 〜そうだ. The backbone of every news report: according to X, ....
「〜によると」标出信息来源，句末常配合传闻的「〜そうだ」。是新闻报道的基本句型：据某某称，……。

When the yen is cheap, feed becomes expensive.
This と links a condition to a result that naturally follows. 円が安いと…高くなる means a cheap yen always leads to higher costs. Use it for general truths and cause-effect, not one-time requests.

〜にとって marks whose viewpoint you're judging from. 家庭にとって厳しい means hard from a family's point of view. Often followed by words like 大切 (important) or 厳しい (tough).
「〜にとって」标出从谁的角度来看、来评价。「家庭にとって厳しい」＝从家庭的角度看很艰难。后面常接「大切」「厳しい」等评价词。

This そうだ reports information you heard from somewhere else, unchanged. It attaches to the plain form (増えている → 増えているそうだ). Don't confuse it with looks-like そうだ, which attaches to the stem (増えそう).
这个「そうだ」表示原样转述从别处听来的信息，接在简体形之后（増えている→増えているそうだ）。不要与表样态的「そうだ」（接词干，増えそう＝看起来要增加）混淆。
